Euskal Autonomia Erkidegoko 250 udalerriek gutxienez KZgune bat izango dute 2004. urtean. Interneteko gune horiek hedatzeko planak uda honetarako beste 72 KZgune zabaltzeko asmoa du. Gune horiek, 2003an jada martxan zeuden 201 guneri gehituko zaizkie.

Eusko Jaurlaritzaren eta EUDELen (Euskadiko Udalen Elkartea) arteko lankidetzaren ondorioz 2001. urtean abian jarritako Interneten sartu eta prestakuntza doan jasotzeko guneen sareak aurtengo udan bere helburu nagusietako bat lortuko du: Euskal Autonomia Erkidegoko udalerri guztietara heltzea.

Modu horretan, 20.000 biztanle baino gehiagoko herriek, sarearen hedapena amaitzean, 39 gune baino gehiago izango dituzte, eta 2.000 biztanle baino gutxiagokoek 152.

Guneek, Internet bidez datuak transmititzeko gaitasun eta abiadura handiena eskaini dezakeen telefono-lineako instalazio onena dute. All 250 municipalities in the Basque Autonomous Community will have a KZgunea centre 2004. The general plan for the Internet learning centres envisages the opening of another 72 KZgunea centres by this summer, added to the 201 centres started up in 2003.

The network of centres offering free Internet access and training was set into motion in 2001. The project, developed jointly by the Basque Government and EUDEL (Association of Basque Municipalities), will meet one of its main goals by this summer: to open a centre servicing each and every one of the municipalities in the Basque Autonomous Community.

By the time the entire network is in place, 39 centres will have been opened in towns with populations of 20,000 inhabitants or more; towns with populations of under 2,000 will account for a total of 152 KZgunea centres.

The centres are equipped with the best possible telephone lines, providing maximum speed and online data transmission capacity. An attempt is being made to install ADSL wideband technology in all KZgunea centres. However, considering the particular difficulties of Basque geography, sometimes the only options available are RDSL, modem pools or other types of location specific solutions.

Mutiloa is at the top of the list among the 108 KZgunea centres that have met their basic Internet course training goal. Other nearby municipalities boast similar figures, including the towns of Zerain (243.06%) and Segura (155.38%).

By province, around 54% of the municipalities in Alava, Bizkaia and Gipuzkoa with KZgunea centres have attained their minimum objectives put forward. In addition, two centres located in the capital cities managed to exceed the 100% mark in terms of students anticipated: Alderdi Eder in Donostia-San Sebastián, and Basurto in Bilbao; the Hegoalde and Aldabe centres in Vitoria-Gasteiz are just about to meet their goals.

The Ilgner building is the "Centro de Desarrollo Empresarial de la Margen Izquierda (centre for the development of the left bank of the River Nervion, or CEDEMI in its Spanish initials), an organisation set up by the Provincial Council of Bizkaia and the Basque Government industrial reconversion agency "Sociedad para la Promoción y Reconversión Industrial" (SPRI). Its aim is to serves as a business incubator, as well as a conference and exhibition centre.

With the opening of this centre two KZgunea centres will now serve Barakaldo, a city in Bizkaia with a population of about 100,000. The CEDEMI KZgunea centre will relieve the pressure on the La Florida centre, which now has some 1,600 users and more than 300 people anxious to take the Internet course.

KZguneko edukien arduradunak, ordenagailu bidezko tratamendu grafikoko ikastaroa prestatzen amaitzen ari dira. Ikastaro hori, Interneteko prestakuntzarako gune publikoen sare honetako erabiltzaile adituenei eskainiko diete. The people in charge of KZgunea course content are putting the final touches on a digital editing course which will be offered to advanced students of this public Internet training network. The seminar will have a duration of eight hours and will be geared toward people interested in digital photography techniques, including touching-up, improving and editing.

The course designers have opted to use THE GIMP (GNU Image Manipulation Program) for pixel-based digital image editing. GIMP is used to work with scanned imaged obtained from digital cameras or downloaded from the Internet. The program offers a full suite of painting tools including brush, pencil and airbrush.

A number of KZgunea users interested in digital photography have already experimented with some of the image manipulation tools. The results have been convincing enough to include this seminar among the wide range of courses currently offered at KZgunea centres.

The users manual comes in book format, with 300 pages of pictures and text in both Spanish and Basque. The material covers the different subjects step by step, ranging from computer basics to the use of search engines to find information on the Web.

The companies Fagor, Eroski and Ibermática have once again shown their interest in this government-sponsored, cost-free Internet training project by sponsoring a basic manual for students of KZgunea centres. The first printing, which also consisted of 30,000 copies, ran out in just a few months.

Electronic Administration is on the verge of becoming a reality. The KZgunea centres have widened the scope of their courses to teach specific groups how to handle paperwork and other transactions required by the Basque Administration through the Internet. Electrical installers are the first to receive a two-hour pilot course on processing electrical certificates online.

Until recently low voltage systems contractors had to have their wiring installation certificates stamped at an office of the Department of Industry. Now they can see to this procedure on a PC connected to the Internet without having to make a trip to a government office.

The Basque Department of Industry, Trade and Tourism has made a digital signature card (with chip) available to electrical installers, promoted by the public corporation Izenpe, and a card scanner to connect to user PCs through a USB serial port. Using a password system, users can use their personal computers to process low voltage wiring installation certificates.

Once the trial period has been successfully completed, the KZgunea network, through its SPRI-sponsored programme "KZMikroenpresak Formación - Prestakuntza", will extend the course to all of its centres so that professionals can learn to manage their installation certificates online.

Electrical installers will be able to use the KZgunea centre network to see to their online paperwork. In this sense, the KZgunea centres are adapting to procedures of this type by fitting out keyboards that can read digital cards and scanners which will enable maps and plans of the installation to be digitised.

From the outset this public Internet training programme has always made a conscious effort to encourage people at risk of exclusion to take part in the courses and seminars offered on new technologies. This way not only are women and retired persons encouraged to take advantage of KZgunea, but also groups of immigrants, as well as the physically and mentally disabled can learn new skills at the centres.

People with learning disabilities come to the Barakaldo centre every Thursday accompanied by three caretakers from the Bizkaia based Asociación Gorabide. This effective organisation is dedicated to promoting social and job integration among disabled persons.

The programme has increased its offer of training courses to 29, most of which are short-duration classes (2 hours). Self-employed workers and people associated with micro-enterprises (less than ten people) are taught to perform regular, daily operations though the Internet.

Starting this month the centres based in Zuia, Balmaseda, Ondarroa, Sopelana, Azpeitia, Azkoitia, Bilbao (Basurto), Irun and Alonsotegi will be the next to join forces with the centres in Bilbao (Zorroza), Donostia-San Seabstián (Egia), Vitoria-Gasteiz (Hegoalde), Eibar, Soraluze, Agurain, Elgoibar, Derio, Arrasate, Ermua, Galdakao (Usansolo), Igorre, Llodio, Oiartzun, Tolosa and Zumarraga.

Classes are free of charge and registration is done at the KZgunea centres (general information: 902 252595). Classes are offered between 3pm and 9pm and are taught by specially trained instructors, under the responsibility of SPRI.
